The Human Rights Department of the Baloch National Movement (BNM), Paank, has unveiled its report for July 2023, shedding light on an alarming surge in human rights abuses within Balochistan.
According to the report, 57 individuals were forcibly disappeared by Pakistani forces during July, marking it as one of the most tumultuous months of the year. Shockingly, seven individuals lost their lives, and 22 previously missing persons were released, many bearing evident signs of torture. Despite this, the reasons behind their detentions remain concealed from the public.
The district of Dera Bugti emerged as a particularly afflicted area, experiencing 15 cases of enforced disappearances. The report delves into military operations that have resulted in homes being raided and indiscriminate mortar attacks on civilians. These actions have sparked widespread chaos and devastation throughout the region.
Scrutiny has intensified around Shafiq Mengal’s activities in Wadh, District Khuzdar. Paank’s report implicates Mengal in state-sanctioned acts of terrorism, attributing to the surge in human rights violations.
The report also raises grave allegations of human rights transgressions, particularly instances of child abuse involving FC personnel in Hazara Town Quetta. It draws parallels to similar accusations against the Pakistani military in locations such as Bangladesh, Haiti, and Balochistan itself, prompting questions regarding the global response, or lack thereof.
Additionally, the report critiques established tribal systems in areas like Khuzdar. Paank urges Baloch political and tribal leaders to reevaluate their traditional allegiances and confront human rights abuses head-on. The importance of holding individuals, such as Shafiq Mengal, accountable is emphasized.
Amid the backdrop of ongoing China-Pakistan Economic Corridor (CPEC) projects, the report emphasizes the utmost significance for invested companies to uphold and respect the rights of the Baloch people. It points out instances where local populations were forcibly displaced or subjected to disappearances, linking these actions to international investments in the region.
Furthermore, Paank appeals to various countries, with a particular mention of Iran, urging them to officially recognize Baloch refugees. The report underscores the significant challenges, especially for children, that arise due to the absence of formal status.
In conclusion, Paank anticipates a surge in human rights violations in the lead-up to Pakistan’s upcoming elections. The report expresses concerns about the potential manipulation of voter participation through the strategy of forced disappearances.
