The United Nations working groups have formally requested clarification from the Government of Pakistan concerning serious human rights issues in Balochistan. They are particularly focused on the alleged extrajudicial killing of journalist and human rights advocate Abdul Latif Baloch, as well as the killing of his son Saif Baloch. Additionally, they have raised concerns about the arrest and detention of human rights activist Gulzar Dost, urging Pakistan to address these matters promptly.
In a joint letter dated 13 August 2025, UN Special Rapporteurs expressed their deep concern regarding these incidents. They highlighted reports of the killings and alleged reprisals against Abdul Latif Baloch’s family members. The experts called on Pakistani authorities to carry out a thorough, independent, and transparent investigation into all these allegations to ensure accountability and justice.
According to the communication, Abdul Latif Baloch was reportedly shot and killed by unidentified armed individuals at his home in Mashkay, Awaran district, on 24 May 2025. His son, Saif Baloch, was said to have been detained by Pakistani military personnel on 28 February 2025, after which he disappeared. Saif’s body was later recovered on 26 March, raising serious concerns about enforced disappearances and extrajudicial executions.
The letter also pointed out that Abdul Latif Baloch had a history of detention and was reportedly subjected to torture by security agencies. It further noted that his brother, Rasheed Ali Baloch, died in custody in 2011, underscoring a pattern of human rights violations linked to security operations in the region.
The UN experts raised additional concerns about the detention of Gulzar Dost, coordinator of the Turbat Civil Society Forum. He was taken from his home on 6 July 2025 and charged under anti-terrorism laws, despite the absence of an arrest warrant. Fortunately, Gulzar Dost was released on bail on 1 August, but the case exemplifies the misuse of anti-terror legislation to target human rights defenders.
The letter concluded with a series of seven specific questions directed at the Pakistani government. These included requests for detailed information on investigations into the deaths of Abdul Latif, Saif, and Rasheed Baloch, as well as clarification on the legal grounds for Gulzar Dost’s arrest and detention. The UN experts emphasized that Pakistan has an obligation to uphold fundamental human rights, including the right to life, freedom of expression, and the protection of human rights defenders, and urged swift action to address these issues.
